One of the objectives of sanitary and Phytosanitary requirements is to protect animal or plant life or health within the territory of the member country from risks arising from the entry, establishment or spread or pests, disease and disease carrying organisms. Another objective is that to protect human or animal life or health within the territory of the member from risks arising from additives, contaminants, toxins or disease causing organisms on foods, beverages or feed stuffs.
The purpose of phytosanitary inspection includes protection of human life or health within the territory of the member nation from risks arising from the disease carried by animals, plants or products thereof, or from the entry, establishment or spread of pests. The objectives of phytosanitary certification also include prevention of other damages within the territory of the member nation from the entry, establishment or spread of the pests.
A phyto sanitary certificate issued by authorized agencies is one of the requirements of import documents to import some of the items. The main purpose of such phytosanitary certification is for protection of animal or plant life or health within the territory of the country from risks arising from the entry, establishment or spread or pests, disease and disease carrying organism. The phytosanitary certificate is an official declaration stating that plants and plant material exporting are free from pests and diseases, so as to prevent introduction and spread of any pests in the importing countries.
Phytosanitary certificate procedures are undertaken as per the guidelines of National Plant Protection Organization (NPPO) or equivalent authorities in a country, certifying to meet import phytosanitary requirements. Each country has designed certain parameters to meet with the phytosanitary requirements of foreign countries, as per the guidelines of WTO agreement which is an integral part of final Act of General Agreement of Tariff and Trade GATT 1994 with regard to protection of human safety or health, protection of animal and plant life or health and also protection of the environment.
In India, department of agriculture is responsible to issue Phyto Sanitary Certificate under export of goods.
