phyto sanitary certificateOne of the objectives of sanitary and Phytosanitary requirements is to protect animal or plant life or health within the territory of the member country from risks arising from the entry, establishment or spread or pests, disease and disease carrying organisms. Another objective is that to protect human or animal life or health within the territory of the member from risks arising from additives, contaminants, toxins or disease causing organisms on foods, beverages or feed stuffs.

The purpose of phytosanitary inspection includes protection of human life or health within the territory of the member nation from risks arising from the disease carried by animals, plants or products thereof, or from the entry, establishment or spread of pests. The objectives of phytosanitary certification also include prevention of other damages within the territory of the member nation from the entry, establishment or spread of the pests.


A phyto sanitary certificate issued by authorized agencies is one of the requirements of import documents to import some of the items. The main purpose of such phytosanitary certification is for protection of animal or plant life or health within the territory of the country from risks arising from the entry, establishment or spread or pests, disease and disease carrying organism. The phytosanitary certificate is an official declaration stating that plants and plant material exporting are free from pests and diseases, so as to prevent introduction and spread of any pests in the importing countries.


Phytosanitary certificate procedures are undertaken as per the guidelines of National Plant Protection Organization (NPPO) or equivalent authorities in a country, certifying to meet import phytosanitary requirements. Each country has designed certain parameters to meet with the phytosanitary requirements of foreign countries, as per the guidelines of WTO agreement which is an integral part of final Act of General Agreement of Tariff and Trade GATT 1994 with regard to protection of human safety or health, protection of animal and plant life or health and also protection of the environment.


In India, department of agriculture is responsible to issue Phyto Sanitary Certificate under export of goods.

I have registered at PQIS already, but i don't know what is the procedure for that. I have counsulted my CHA, but even they don't know about this case. Can you please advise ?

R Rama Mohan: Hi Yogesh Rangani, You might have got user name & password from PQ website since you are already registered with them. Using this them, please apply for the phyto sanitary certificate thru online and submit the print out of phyto application, export documents (invoice, packing list, import permit issued by the importing country, affidavit with the chemical treatment and diseases / virus etc) and rice samples to Ahmedabad PQ office. If the quantity is huge, PQ dept will come to your site for inspection and taking the samples. They will do the testing and issue the phyto sanitary certificate within a week time. At the time of clearance, you need to show this certificate to the customs for let export order of the shipment. Once this is done, you have to send the original phyto sanitary certificate to your buyer along with other regular export documents.

Iam currently awaiting a repeat order, but i came across this document of EIC where it mandates us to register for Feed Supplement with EIC. Is it mandatory or can i continue buying and selling as in the current arrangement. Since i do not have my own factory i get my products manufactured by other SSI companies in Chennai. anwarul haque : I am working as an sales manager exporting Indian Basmati Rice. I am planning to export myself directly and want to establish a company. I have found answers of a lot of questions of mine relating to exporting. One thing I am stuck with is how I can be rest assured that the prices quoted in USD today will be the same when I get remittance actually from the foreign buyer. I mean today the dollar price may be 64 but when I get the funds from my overseas buyer it may be 63. In this case how can I safe myself.

Ranjit Giri : The Australian Customs and AQIS no longer need a phytosanitary certificate for fully processed tea and coffee (roasted powder and beans). Now I am given to understand that recently they do not require for fully cured and hulled green coffee bean either. Why is it that "sometimes" and from some ports, the Indian Customs are insisting on this Phyto certification for consignments to Australia? We receive shipments without phyto from India, yet from some ports, they insist that our suppliers get this. This then adds to our cost and we become that much less competitive on the Australian market. Also, the courier companies in India - from certain ports - insist on the phyto certification as they do not want to get in trouble with the customs. And they are also unaware that Australia no longer needs this.
