What is First Appraisement system in import customs clearance procedures and formalities.
Why first appraisement procedures? Can an importer request for inspection of goods before paying import duty? How does first appraisement work? How to know quality of goods before completing import customs clearance procedures?
Once after arrival of goods, carrier of goods files Import General Manifest with customs location. Import General Manifest (IGM) contains the details of goods arrived. Some of the details of IGM is name and address of importer, description of goods, port of loading, country of imports, number of pieces, weight, nature of packing, exporter name etc.etc. Importer can file Bill of entry prior to arrival of goods also.
How to file bill of entry manually?
Once after filing Bill of entry, the BE is marked as noted by the concerned staff of customs department. After noting of such bill of entry, the BE is forwarded to concerned assessing officer of customs department. After verifying the documents submitted, the assessing officer of customs values the goods arrived based on the invoice and other documents submitted by importer along with bill of entry.
The amount of duty if payable is worked out as per tariff. Once after completion of assessment, the examination order is issued on back side of original bill of entry. After inspection of goods and payment of duty, the concerned customs official issues ‘pass out order’ to take delivery of imported goods. The original and duplicate copy of bill of entry are detained with customs. Other copies of bill of entry are returned to importer.
In a first appraisement system, the examination procedures of goods imported takes place after appraisement of goods and thereby this procedure is called first appraisement procedures.
