What is Registration of Bill of Entry? What is called ‘noting’ in bill of entry
In this article, I would like to discuss about the importance of filing Bill of Entry within specified period under import of goods arrived at destination customs location, registration of IEC details at each import customs location if not registered, filing of import documents along with Bill of Entry electronically through software system of customs department etc.
As per government norms, each importer has to file ‘Bill of Entry’ with the respective customs station to file import customs clearance documents under his consignment arrived at the said customs station within 30 days of arrival of goods. Bill of Entry is a legal document to be filed mandatory. Either an importer or a Customs House Agent (CHA) appointed by him can file bill of entry. In order to import any goods to India, an importer has to obtain IEC – Import Export Code – from Director General of Foreign Trade – DGFT. This Import Export Code details is linked electronically with customs department, once importer obtained IEC with DGFT. However, authorized dealer code details have to be updated with entry port customs at the time of first shipment of import.
Liberalized globalization and implementation of digital electronic exploration made simple to complete import customs clearance procedures. A Bill of Entry can be filed through electronically from CHA’s place or through EDI (Electronic Data Exchange) service centers working at each customs station.
CHA downloads ICE GATE software serving for customs one time in their computer system and register their license details. Once after approving the same, CHA can file bill of entry at their office. The software activates 24 hours a day. While filing bill of entry the details of goods, value quantity, exemption details, customs tariff, declaration and other details are to be properly mentioned. Once after preparing the details of bill of entry in their computer, a check list is prepared. This check list is cross verified with the import documents received with them. Once after confirming all is in order, the said filled bill of entry form is uploaded electronically. Bill of Entry number is generated serially. No original documents are produced at this time with customs.
If bill of entry is filed from EDI, after submitting the Bill of entry details a check list copy is issued to CHA. CHA has to verify properly with the documents and confirm all is in order. CHA signs the copy of check list and submits to get bill of entry number. No original documents are produced with customs authorities at this point of time.
