Bill of Lading number has been wrongly mentioned in IGM and Bill of Entry can be filed due to this error. Can BL number be amended in Import General Manifest by Carrier of imported goods?

In this article, I would like to explain the importance of amending BL number in Import General Manifest, consequences of wrong filing of Bill of Lading number in Import General Manifest and the procedures to amend BL number in Import General Manifest.

COMMON ERRORS IN DOCUMENTATION GUIDELINES TO EXPORTERS copy Immediately on arrival of goods, the carrier files Import General Manifest containing the details of import goods arrived.  This detail contains name of shipper, consignee, and nature of goods with quantity, BL number or AWB number.  The procedure of filing such information with customs on arrival of goods is called IGM filing.

If BL number has been filed wrongly in Import General Manifest by carrier, the said Bill of Lading number does not be linked electronically with the actual bill of lading number filed by importer or his customs broker.  The bill of lading number has to be matched with the number mentioned in Bill of Entry even for manual filing of Bill of entry.  If both differ, customs may not admit entry of documents for customs clearance.

Amendment of BL number is possible by obtaining permission from necessary authorities at customs department.  The application for amendment of Bill of Lading number in Import General Manifest can be filed with customs explaining reasons for wrong filing along with necessary corrected Bill of lading and other necessary supporting documents.   Customs official permits amendment if satisfied with the supporting documents and necessary explanation and requisite fee if applicable.

Once after amending Bill of Lading number in Import General Manifest, the importer or his agent can file bill of entry and proceed to complete customs formalities to take delivery of imported goods.

Feisal M Faghihi : my friend, i sent two containers to India, navashiva port, unfortunately, at time of filling B/L instead of writing the name of consignee we have written the address of company and the name of person and the contact number a person who is going to recieve it (in consignee column of B/L form),we forgot to write the name of the company which is going to receive ,in PI and packing list we also wrote the same as the B/L. now the consignee claims he has to pay approximately $1000 penalty for make an amendment and customs clearance to the customs of Navashiva. my questions are: 1) what should we do to sort out the problem? 2)are we supposed to pay this much penalty while the cost of our goods in two containers totally would be $ 3000?
