Your nominated customs broker in USA should be able to explain to you as to why a VACIS examination was required.. Was this cargo originally destined to be transhipped via NY to final destination Houston or was this ship calling Houston directly.. In my opinion, it shouldn't cost so much money for the inspection and reloading.. Usually a VACIS inspection is in the region of USD.800/-.. USD.7000/- seems quite excessive for the inspection and reloading.. Your customs broker should explain..
