USDA - United States Department of Agriculture - The federal agency who is charged with administering and improving agriculture within the United States.

EDA assistance is available to rural and urban areas of the Nation experiencing high unemployment, low income, or other severe economic distress.
USEPA - United States Environmental Protection Agency - The Federal agency in charge of protecting and preserving the environment.
USFW - United States Fish and Wildlife Service - The U.S. Fish and Wildlife Service's is a federal agency whose mission is, working with others, to conserve, protect and enhance fish, wildlife, and plants and their habitats for the continuing benefit of the American people.
USGS - United States Geological Survey - Nation's largest water, earth, and biological science and civilian mapping agency, the USGS collects, monitors, analyzes, and provides scientific understanding about natural resource conditions, issues, and problems. The diversity of our scientific expertise enables us to carry out large-scale, multi-disciplinary investigations and provide impartial scientific information to resource managers, planners, and other customers.
UTMS - Urban Transportation Modeling System - A methodology used to estimate travel demand in response to changes in land use patterns, roadway characteristics, and socioeconomic factors.
UTPS - Urban Transportation Planning System - A mainframe computer software package designed to assist with the transportation modeling process. (see also MINUTP)
UZA - Urbanized Area - 1) Areas with a population of 50,000 or more, at a minimum, encompass an entire urbanized area in a state, as designated by the U.S. Bureau of the Census. The Federal Highway Administration (FHWA) approved, adjusted urbanized area boundaries include the census defined urbanized areas plus transportation centers, shopping centers, major places of employment, satellite communities, and other major trip generators near the edge of the urbanized area, including those expected to be in place shortly. 2) An approximate classification of sample households as belonging to an urbanized area or not. Those classified as belong to an urbanized area were either in a central city of a Metropolitan Statistical Area (MSA), or in a MSA but outside the central city, and within a zip code area with a population density of at least 500 people per square mile in 1990.
VE - Value Engineering - The systematic application of recognized techniques which identify the function of a product or service, established its value, and provide it reliably at the lowest overall cost.
VHT - Vehicle Hours Traveled - This indicator shows how many hours a vehicle (usually transit) is operated.
VKT - Vehicle Kilometers Traveled - The total kilometers traveled within a specified area for a specified time. (i.e. annual, daily, hourly)
VMT - Vehicle Miles Traveled - The number of miles traveled nationally by vehicles for a period of 1 year. VMT is either calculated using 2 odometer readings or, for vehicles with less than 2 odometer readings, imputed using a regression estimate.VOC - Volatile Organic Compound
VOC - Volatile Organic Compound - Are emitted as gases from certain solids or liquids. VOC's include a varieity of chemicals, some of which may have short and long-term adverse health effects.
VRM - Vehicle Revenue Miles - The total miles traveled by revenue vehicles while in revenue service. Excludes miles traveled to and from storage facilities and other deadhead travel.
WAV - Wheelchair Accessible Vehicles - Public transportation revenue vehicles which do not restrict access, are usable, and provide allocated space and/or priority seating for individuals who use wheelchairs.
WCIEDD - West Central Indiana Economic Development District - The designated Metropolitan Planning Organization (MPO) for the Terre Haute urbanized area.
WHIP - Wildlife Habitat Incentive Program (Farm Bill) - A voluntary program for people who want to develop and improve wildlife habitat primarily on private land. Through WHIP (USDA's) Natural Resources Conservation Service provides both technical assistance and up to 75 percent cost-share assistance to establish and improve fish and wildlife habitat. WHIP agreements between (NRCS) and the participant generally last from 5 to 10 years from the date the agreement is signed.
WHPA - Wellhead Protection Area - This designation is meant to protect a communities water supply. A WHPA is usually the recharge area surround a wellhead.
WIA - Workforce Investment Act - This law was enacted to replace the Job Training Partnership Act and certain other Federal job training laws. This act essentially created new workfoce investment systems. The overarching purpose of the act is to consolidate, and improve employment, training, literacy and vocational rehabilitation programs in the United States, and for other purposes.
WIM - Weigh-in-Motion - A method of weighing trucks, while not requiring them to stop.
WPCP - Water Pollution Control Plant - A facility that treats wastewater.
ZEV - Zero Emissions Vehicle - A vehicle that does not emit any pollution.
