FAHPM - Federal Aid Highway Program Manual - The Federal-aid Highway Program (FAHP) had been directed toward the construction and improvement of four Federal-aid systems (FAS) such as Interstate, Primary, Secondary, and Urban. Now under Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) instead of four Federal-aid systems (FAS), there are two systems: National HighwaySystem (NHS), and the Interstate System, which is a component of the NHS.

 

FAS - Federal Aid Highway System - Those highways eligible for assistance under title 23, U.S,C., except those functionally classified as local or rural minor collectors.

 

FB - Ferry Boat - A vessel for carrying passengers and/or vehicles over a body of water. (Ferryboat miles are the round trip directional mile between terminals in statute miles.)

 

FB - Fringe Benefits - Include only the payments made by the project sponsor to provide health and security benefits for employees.

 

FC - Forecasting - The process of determining the future values of land use, socioeconomic, and trip making variables within the study area.

FFV - Flexible-Fuel Vehicle - Is an alternative fuel vehicle with an internal combustion engine designed to run on more than one fuel, usually gasoline blended with either ethanol or methanol fuel, and both fuels are stored in the same common tank.

 

FFY - Federal Fiscal Year - The fiscal year is the accounting period of the federal government. The Federal Fiscal Year runs from October 1 to September 30.

 

FHWA - Federal Highway Administration - Part of the U.S. Department of Transportation (USDOT), and it is responsible for administering all federal-aid highway program (FAHP) funds and projects.

 

FIRM - Flood Insurance Rate Map - A Flood Insurance Rate Map (FIRM) displays the floodplains in a town or area. Such maps are used in town planning, in the insurance industry, and by individuals who want to avoid moving into a home at risk of flooding or to know how to protect their property.

 

FMA - Flood Mitigation Assistance - Federal Emergency Management Agency (FEMA) provides (FMA) funds to assist States and communities implement measures that reduce or eliminate the long-term risk of flood damage to buildings, manufactured homes, and other structures insurable under the National Flood Insurance Program (NFIP).

 

FMCSA - Federal Motor Carrier Safety Administration - The federal agency charged to reduce crashes, injuries, and fatalities involving large trucks and buses.

 

FMFIA - Federal Managers' Financial Integrity Act - Requires agencies to establish management controls over their programs and financial systems.

 

FMIS - Financial Management Information System - Federal Highway Administrations (FHWA) financial management system.

 

FOIA - Freedom of Information Act - This act allows for the full or partial disclosure of previously unreleased information and documents controlled by the United States Government.

 

FONSI - Finding of No Significant Impact - A statement issued that declares a particular project having no significant environmental impact.

 

FR - Federal Register - The official daily publication for rules, proposed rules, and notices of Federal agencies and organizations, as well as executive orders and other presidential documents.

 

FRA - Federal Railroad Administration - Purpose is to: promulgate and enforce rail safety regulations; administer railroad assistance programs; conduct research and development in support of improved railroad safety and national rail transportation policy; provide for the rehabilitation of Northeast Corridor rail passenger service; and consolidate government support of rail transportation activities.

 

FSTP - Federal Surface Transportation Program - The Surface Transportation Program (FTSP) provides flexible funding that may be used by States and localities for projects on any Federal-aid highway, including the National Highway System (NHS), bridge projects on any public road, transit capital projects, and intracity and intercity bus terminals and facilities.

 

FTA - Federal Transit Administration - Formerly known as the Urban Mass Transportation Administration (UMTA), is part of the U.S. Department of Transportation (USDOT) and is responsible for administering all federal-aid public transportation funds and programs.

 

FTS - Federal Telecommunications System - A private telecommunications network that provides switched voice and data services for government employees in the 50 states of the United States, Guam, Puerto Rico, and the U.S. Virgin Islands.

 

FY - Fiscal Year - Financial Year; BMCMPO's fiscal year runs from July 1 to June 30 along with Indiana's FY.

 

GAO - Government Accountability Office - An independent, nonpartisan agency that works for Congress. (GAO) is often called the "congressional watchdog" because it investigates how the federal government spends taxpayer dollars.

 

GIS - Geographic Information System - A highway network (special data which geographically represents the geometry of the highways, and electronic map) and its geographically referenced component attributes data that are integrated through (GIS) technology to perform analysis.

 

GPP - Growth Policies Plan - The City of Bloomington's Comprehensive Plan which identifies land use and the City's master thoroughfare plan.

 

GPS - Global Positioning System - The Global Positioning System (GPS) is a satellite-based navigation system made up of a network of 24 satellites.

 

GVWR - Gross Vehicle Weight Rating - The value specified by the manufacture as the loaded weight of a single vehicle.

 

GX - Grade Crossings - An intersection of highway roads, railroad tracks, or dedicated transit rail tracks that run either parallel or across mixed traffic situations with motor vehicles, light rail, commuter rail, heavy rail, trolleybus or pedestrian traffic. Collisions at grade crossings involving transit vehicles apply only to light rail, commuter rail, heavy rail or trolleybus.
