However, in most of the developed countries, the export goods from third countries need to be certified at exporting country under agencies at load port and at importing country as per the norms of importing country.
NOC from Plant Quarantine Authority
A no objection certificate from plant quarantine authority of importing country also has to be obtained to import trees and other live plants to most of the countries.
In some of the importing countries, seed analysis certificate is required to import live trees and other plants.
Specific Pest Treatment
In some countries, in order to import some specific plants and trees, Fumigation has to be conducted at exporting country and attachment of fumigation certificate thereafter along with import consignment of plants and trees. A special heat treatment also may be required under import of some type of plants and trees. Necessary test is conducted to verify whether improted plants or trees are the product regulated plant pest, contaminated with quarantine plant pest or any other restricted substance.
Certificate of Origin
The source of origin of imported trees or plants is required in almost all countries. So a certificate of origin issued by necessary approved authorities at exporting country is required to import plants and live trees.
Personal consumption and trading of live trees and plants
Import of plants and trees in small quantities can be effected without phyto sanitary certificate, when travelling, for the purpose of household use and not for commercial purpose for trading. However such import of plants and trees for personal use (not for trading) must be free from signs of diseases and pests. Import of live plants and live trees could be either for personal purpose or for trading. The procedures and process to import live plants and live trees for trading requires more documentation and formalities.
Penalization
If any of the imported plants and trees are not followed the necessary norms of importing country, such imported plants or trees have to be destroyed or to be removed out of importing country. Such non compliant imported live trees and plants are also fined, apart from destruction or return to origin country.
