EAP - Employee Assistance Program - Where the employer provides information and educational materials concerning the dangers of drug abuse, the employer's written policy provisions, the availability of drug counseling, rehabilitation, employee assistance programs, and the possible penalties for drug abuse violations occurring in the workplace.

 

EBT - Evidential Breath Testing (Device) - A device that measures an employee's alcohol concentration during a Department of Transportation (DOT) alcohol test, is approved by National Highway Traffic Safety Administration (NHTSA), and is operated by a qualified and trained Breath Alcohol Technician (BAT).

Revenue goes only to the county, cities and towns, and must be used for economic development projects or public capital projects (like government office buildings or jails). Counties can adopt CEDIT along with CAGIT or COIT, or by itself.

 

Education Cess:In the Budget 2004-2005, an education cess on the customs duties had been levied on items imported into India. It is chargeable @ 2%, on the aggregate of duties of customs (except safeguard duty and anti-dumping duty) leviable on such goods. This came into effect on 9th July, 2004. No credit of this cess will be available. In addition to this, in the Budget 2007-2008, the Central Government again imposed a Secondary and Higher Education Cess on goods specified in the First Schedule to the Customs Tariff Act, 1975, being goods imported into India. The rate of this cess is one per cent, calculated on the aggregate of duties of customs. If the goods are fully exempted from duty or are chargeable to nil rate of duty or are cleared without payment of duty under bond, no cess will be leviable.

EQ - Equipment - Includes the cost of personal property of a more or less durable nature acquired specifically for a grant. Such property would be expected to have a service life of a year or more without material impairment of physical condition. Also include charges for services in connection with initial installation of equipment when performed under contract.

 

EQIP - Environmental Quality Incentive Program (Farm Bill) - Was reauthorized in the Farm Security and Rural Investment Act of 2002 (Farm Bill) to provide a voluntary conservation program for farmers and ranchers that promotes agricultural production and environmental quality as compatible national goals. (EQIP) offers financial and technical help to assist eligible participants install or implement structural and management practices on eligible agricultural land.

 

ERC - Emergency Response Commission - Under the Emergency Planning and Community Right-to-Know Act (EPCRA) of 1986, every state is required to have a State Emergency Response Commission (ERC) that establishes the number and jurisdiction of its Local Emergency Planning Committees (LEPC).

 

ERC - Employee in Responsible Charge - an individual who has completed training and is capable of managing federal funded projects.

ETA - Employment and Training Administration - The mission of the Employment and Training Administration (ETA), as part of the U.S. Department of Labor (DOL), is to contribute to the more efficient and effective functioning of the U.S. labor market by providing high quality job training, employment, labor market information, and income maintenance services primarily through State and local workforce development systems.
