Terms used in custom clearance
Harmonized Tariff Schedule (HTS) Code: 6 to 10-digit numeric code that defines the description of the item being exported or imported. Each country may have it's own values defining the Tariff. Only US-HTS codes are accepted by US Customs for goods importing to the US. The Kodak buyer must secure US-HTS Codes well in advance of shipment preparation, from the KODAK Imports Compliance & Valuation team (found on the Contacts portion of this site).
HAWB:House Air waybill issued by carrying airlines' agent, normally freight forwarder.
Hazardous Product Documents:Documents used to identify contents and safety requirements for the safe transport of chemicals or other hazardous substances, e.g. lithium batteries. Documents included but are not limited to Material Safety Data Sheets (MSDS) and Dangerous Goods Declarations (DGD).
HBL:House Bill of Lading issued by carrying shipping agent, normally freight forwarder.
IATA:International Air Transport Association (IATA), established in 1945, is a trade association serving airlines, passengers, shippers, travel agents, and governments. The association promotes safety, standardization in forms (baggage checks, tickets, weigh bills), and aids in establishing international airfares. IATA headquarter is in Geneva, Switzerland.
Import Certificate:The import certificate is a means by which the government of the country of ultimate destination exercises legal control over the internal channeling of the commodities covered by the import certificate.
Import License:A document required and issued by some national governments authorizing the importation of goods. Also referred as import permit. With such documentation, customs clearance can be conducted.
Import Quota:A means of restricting imports by the issuance of licenses to importers, assigning each a quota, after determination of the total amount of any commodity which is to be imported during a period. Import licenses may also specify the country from which the importer must purchase the goods.
Importer Code:A code issued by the customs administration to the company for their customs transactional clearing. This is an ID issued by Dubai Customs to importers whose trade licence permits them to import and export goods.
Importer of Record (IOR):Person or entity who is the owner or who has the legal authority to import goods to the US. In most instances where a shipment is delivering to an Eastman Kodak Company US location, or is named on the delivery address (C/O), Kodak is the IOR and has authority to clear the shipment through US Customs as a self-filer. However, in instances where DDP Incoterms are used, Kodak is not the IOR. Therefore, the seller is responsible for US Customs clearance and delivery of the shipment to its delivery destination.
Importer of Record:The U.S. Customs Service defines the importer of record as the owner or purchaser of the goods; or, when designated by the owner, purchaser, or consignee, a licensed Customs broker.
Importers have two options:Broker of ChoiceSM OnSite is for shipments that remain in UPS possession while the importer's customs broker completes customs clearance procedures prior to UPS completing delivery of the shipment.Broker of ChoiceSM OffSite is for shipments moved "in-bond" directly to a customs controlled (bonded) warehouse (at the importer's direction) where the importer's customs broker completes the customs clearance procedures. The UPS transport is completed upon delivery of the shipment to the warehouse.
Imports Broker:The entity responsible for the Customs clearance of shipments to or from a country. Kodak Imports is a self-filer (broker) and can clear shipments into the US through US Customs for Kodak ONLY. In some circumstances Kodak hires an outside broker to clear shipments on its behalf. Also referred to as Imports Broker. Same as Broker or Customs Broker. See Self-filer.
Incoterms:Maintained by the International Chamber of Commerce (ICC), this codification of terms is used in foreign trade contracts to define which parties incur the costs and at what specific point the costs are incurred.
Inland drayage:Refers to on-carriage. See On-carriage.
International Returns:The returns policy specified by your Seller in his/her listing description of a GSP Item will apply to your purchase of the GSP Item. For GSP Items located in the United States that you purchase under GSP and that you return to your Seller, you will not be eligible for, and you will not receive, a refund of any Program Fees that you paid to Pitney Bowes and Pitney Bowes will not be responsible for shipping the GSP Item back to your Seller. Your rights under local law will not be affected.
International:Refers to any location outside of the United States of America (including Mexico and Canada).
In-Transit Bond (IT Bond): A bond that allows a shipment to be transported or warehoused under U.S. Customs and Border Protection supervision until it is formally entered into the customs territory of the U.S. and duty is paid, or until it is exported from the U.S.
ISF:Acronym for Import Security Filing, commonly referred to as ISF 10+2. Refers to the US Customs Border Protection initiative to have importers and carriers report specific data elements to US Customs before a vessel is loaded at a foreign port. This initiative is intended to drive safer US import shipping behaviors.
Item Eligibility: Not all listings on eBay.com are eligible for GSP. eBay reserves the right at any time, in its sole discretion, with or without notice to you, to alter or amend the eligibility requirements for GSP Items, including, but not limited to, limits on the number, type, category, and/or value of items and/or transactions. You agree not to purchase any ineligible items through GSP. More information about ineligible items may be found here. You agree that if any item is found to be ineligible, Pitney Bowes will have no liability and will have, in its discretion and in any manner that it prefers, the right to dispose of or liquidate the ineligible item, including without limitation (A) returning the item to the Seller, (B) handing over the item to the authorities, or (C) destroying the item. Pitney Bowes is authorized to open and inspect any GSP Item without notice.
Kodak contact:Any Kodak employee who has buying responsibilities. The Kodak person for whom the shipment is being prepared, or whose name and phone number appear on a purchase order. NOTE: All Kodak personnel should work with an employee from KODAK Purchasing to make any arrangements for the sale or movement of goods.
KODAK Purchasing:Kodak employee who is a Buyer, Buying Assistant, or Commodity Manager.
KODAK US Classification team:Kodak US Import Regulatory team of associates who classify materials with US import Harmonized Tariff Schedule (US-HTS) code numbers. NOTE: The Kodak employee responsible for the purchase of such goods must contact this team to classify all materials intended for import to the US from an international location, including those coming from Mexico and Canada. LCL:Acronym for Less Than Container Load (ocean vessel). May be one or more boxes/pallets/drums, etc., but not enough to fill a full ocean 20' or 40' container. Goods will share container space with cargo from other companies. See Mode Selection for more information.
LCL:Less than Container Load (partial deliveries)
Live Entry: A type of U.S. Customs and Border Protection entry that typically requires a visa license from the export country, when mandated by U.S. Customs and Border Protection (such as textiles). These shipments usually require a formal entry and an additional day of customs clearance.
Lost, Damaged, or Undeliverable Items; Valid Delivery Address Required:If a GSP Item that you purchase is not delivered to the delivery address specified by you or to the collection center near you that is designated by the shipping carrier, it is damaged, or it does not match your Seller's description, your purchase may be covered by an eBay Money Back Guarantee or PayPal Purchase Protection program. More information about eBay Money Back Guarantee and PayPal Purchase Protection may be found here and here. The delivery address that you specify must be within an eligible country and must be a valid and complete delivery address. The delivery address that you specify may not be a Post Office (P.O. Box), Army Post Office, or Fleet Post Office. eBay and Pitney Bowes shall have no liability and shall have, in their discretion and in any manner that they prefer, the right to dispose of or liquidate GSP Items that eBay or Pitney Bowes conclude are undeliverable, for whatever reason. If eBay or Pitney Bowes conclude that a GSP Item is undeliverable and elect to dispose of or liquidate a GSP Item, title to the GSP Item shall transfer automatically from your Seller to eBay and/or any third party designated by either eBay or Pitney Bowes (as eBay and Pitney Bowes may elect), at no cost and for no consideration to either eBay or Pitney Bowes and/or to any third party designated by eBay or Pitney Bowes, and eBay and Pitney Bowes and/or any third party designated by eBay or Pitney Bowes shall retain all proceeds (if any) received from the disposal or liquidation of the GSP Item. eBay or Pitney Bowes may also elect to return to your Seller any GSP Items that eBay or Pitney Bowes conclude are undeliverable. eBay shall not be responsible under either the eBay Money Back Guarantee or PayPal Purchase Protection policies if eBay concludes that a GSP Item is not deliverable to your designated delivery address or to the collection center near you that is designated by the shipping carrier, for any reason, including because the delivery address that you provide is incorrect, incomplete, or inaccessible. In addition, certain third party shipping carriers may require that the designated recipient of a GSP Item be present to receive delivery; where in-person delivery is required, you shall be solely responsible for ensuring that the designated recipient is available to receive delivery.
