2nd Phase National Level Time Release study (TRS),2019 from 3rd to 9th September -Air cargo complexes and Integrated check posts 

 

CBIC is directing a National Level Time Release Study (TRS) from 3rd September, 2019 to 9th September, 2019, educating that Air Cargo Complex (Sahar) has issued Public Notice No.19/2019 dated 30th August, 2019. 

TRS is a vital and universally perceived instrument to quantify the genuine time required for the release and or clearance of goods, from the time of landing until the physical release of cargo. The essential goal, according to activity plan, is to direct Time Release Study so as to in the long run cut down the overall cargo release time. 

This National Level Time Release Study is conveyed by M/s. KPMG connected by Government of India. The Air Cargo Complex, Mumbai is among six Air Cargo's chosen for the examination. 

TRS distributed by the Research Team under the National Committee on Trade Facilitation (NCTF) will be utilized for further policy decision by Government of India.

The Department of Revenue, Ministry of Finance, as part of its strategic commitment to improve global trade, conducted India’s first national Time Release Study (TRS), 1st Phase between 1st – 7th August. The exercise will be institutionalized on an annual basis, during the same period every year hereafter. The TRS is an internationally recognized tool advocated by World Customs Organization to measure the efficiency and effectiveness of international trade flows.

This initiative for accountable governance, will measure rule based and procedural bottlenecks (including physical touch points) in the clearance of goods, from the time of arrival until the physical release of cargo. The aim is to identify and address bottlenecks in the trade flow process and take the corresponding policy and operational measures required to improve the effectiveness and efficiency of border procedures, without compromising efficient trade control. Expected beneficiaries of this initiative will be export oriented industries and MSMEs, who will enjoy greater standardization of Indian processes with comparable international standards.

This initiative will help India maintain the upward trajectory on Ease of Doing Business, particularly on the Trading Across Borders indicator which measures the efficiency of the cross border trade ecosystem. Previously individual customs formations had been independently conducting TRS studies at the port level.  The national TRS has taken this a step further and evolved a uniform, multi-dimensional methodology which measures the regulatory and logistics aspects of the cargo clearance process and establishes the average release time for goods.
