LCV - Longer Combination Vehicle - A truck operating with a double or triple trailer combination.
LED - Light-Emitting Diode - An electronic light source.
LEDO - Local Economic Development Organization - A private-public agency recognized by a city or county as the lead agency within that city or county for planning and implementation of economic development and job creation involving business expansion, business retention, and new business development.
LEED - Leadership in Energy and Environmental Design - A Green Building Rating System, that provides standards for environmentally sustainable construction.
LEP - Limited English Proficiency - A program that promotes a positive and cooperative understanding of the importance of language access to federally conducted and federally assisted programs.
LEPC - Local Emergency Planning Committee - The Congress of the United States has enacted the Emergency Planning and Community Right-to-Know Act (EPCRA) to benefit local communities throughout America. Two goals within the Act are: 1) to provide the basis for each community to develop and tailor a chemical emergency planning and response program to suit its individual needs, and 2) to provide the public with the identity, quantity, location and properties of hazardous substances located within each area. The Indiana State Emergency Response Commission has designated a group in each of Indiana's counties who will carry out these tasks. This group is known as the Local Emergency Planning Committee (LEPC), and their function is to serve as the liaison between industry and the community.

LOHUT - Local Option Highway User Tax - Local Option Highway User Tax (LOHUT) also known as the Wheel Tax is comprised of two separate taxes that must be passed concurrently. These two taxes are the County Motor Vehicle Excise Surtax which applies to automobiles, motorcycles, and trucks less than 11,000 pounds. The County Wheel Tax which applies to vehicles (including farm vehicles) not subject to the Excise Surtax includes buses, recreational vehicles, semitrailers, tractors, light trailers, heavy trailers, trucks and heavy trucks. Excise Surtax revenues may be used to construct, reconstruct, repair, and maintain roads. Wheel Tax revenues may be used for the same purposes and may also be used as a contribution to a Multiple County Infrastructure Authority.
