Union Customs Code(UCC) - Explain

Union Customs Code (UCC) is the customs code for the European Union. It was introduced across the European Union (EU) on 1 May 2016. It provides a comprehensive framework for customs rules and procedures in the EU customs territory adapted to modern trade realities and modern communication tools. The UCC also introduced a number of new concepts and modernises many existing procedures. There are a number of changes to how goods cross EU borders and some transitional arrangements will operate until 2020. The key principle of the UCC is that all customs declarations should be electronic. 

The main aim of UCC is   that all customs declarations should be electronic, offer greater legal certainty and uniformity to businesses and increase clarity for customs officials throughout the EU, reinforce swifter customs procedures for compliant and trustworthy economic operators (AEO), safeguard the financial and economic interests of the EU and of the Member States, as well as the safety and security of EU citizens, protect the flow of goods transiting or moving in and out of the EU. The new role of customs authorities that is intended to support the completion of the internal market in the context of the modern economy,  reduction of the internal barriers to trade, implementation of electronic customs in accordance to common principles and agreed planning and time-table, risk management and customs controls based on risk analysis using electronic data processing techniques,  facilitation of customs procedures to the benefit of legitimate trade and the functioning of trade supply chains by reduction of the administrative burden.
