Terms used in central excise
PE - Preliminary Engineering/Design - Typically the first phase of a highway project, the broad term preliminary engineering is the title given to the phase where initial engineering and project design work takes place.
PE - Professional Engineer - An individual who has fulfilled the education and experience requirements and passed the rigorous exams that, under state licensure laws, permit them to offer engineering services directly to the public. (PE)s take legal responsibility for their engineering designs and are bound by a code of ethics to protect the public health and safety.
PEA - Planning Emphasis Areas - Areas addressed by Metropolitan Planning Organizations (MPO) within their Unified Planning Work Program (UPWP) as required by federal and state requirements.
PED - Pedestrian - A person walking. In crash reports pedestrian may mean any person injured or killed in a highway vehicle accident who is not a vehicle occupant.
PER - Personnel - Include only the cost of gross compensation for services of individuals devoted specifically to the execution of the Federally funded projects to the exclusion of indirect labor.
PH - Peak Hour - That one-hour period during which the maximum amount of travel occurs. Generally, there is a morning peak and an afternoon peak and traffic assignments may be made for each period, if desired.
PI - Principle Investigator - The individual in whom total responsibility is vested for the research and training effort to be conducted in accordance with the approved Work Statement for a section, grant, or cooperative agreement.
PI - Public Involvement - The inclusion of the public within the transportation planning process.
PIE - Public Interest Exclusion - A service agent who engages in serious misconduct could be excluded from participating in Department of Transportation (DOT) required drug and alcohol testing for a period of time.
PKWY - Parkway - A highway that has full or partial access control, usually located within a park or a ribbon of park-like developments, and prohibits commercial vehicles.
PL - Statewide Planning Program - PL funds are based on a 1 percent deduction from authorizations for Federal-Aid Highway funds and from authorizations in the Federal Transit Act. The funds are distributed to the State, and divided among the Metropolitan Planning Organizations (MPO), which use the funds for developing transportation plans and programs with their urban area.
PM - Particulate Matter - Particulate matter also known as particle pollution or (PM), is a complex mixture of extremely small particles and liquid droplets. Particle pollution is made up of a number of components, including acids (such as nitrates and sulfates), organic chemicals, metals, and soil or dust particles. The size of particles is directly linked to their potential for causing health problems.
PM - Project Manager - A manager assigned to a project to be sure the scope, vision, and fiscal constraint is maintained on a project.
PM-10 - Particulate Matter Less than 10 Microns in Diameter - Particulate matter is aerosols or fine particles, are tiny particles of solid (a smoke) or liquid (an aerosol) suspended in a gas.
PMO - Project Management Oversight - A process used to monitor a project to assure it is on time, within budget, in conformance with design criteria, constructed to approved plans and specifications, and efficiently and effectively implemented.
PMP - Parks Master Plan - the City of Bloomington's comprehensive plan for parks and recreation.
PMS - Pavement Management System - A systematic process that collects and analyzes pavement information used as input in selecting cost-effective strategies for providing and maintaining pavements in a serviceable condition. This is one element of the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) management system.
PMSA - Primary Metropolitan Statistical Area - A metropolitan areas identified as a Consolidated Metropolitan Statistical Area (CMSA) has a population of one million or more and also has separate component areas (PMSAs - primary metropolitan statistical areas) meeting statistical criteria and supported by local opinion.
PMT - Passenger Miles Traveled - The measurement of how many miles a transit vehicle travels with passengers aboard.
PMTF - Public Mass Transportation Fund - A State fund financed by 0.76 percent of the state general sales and use tax to provide up to an amount equal to 100 percent of the system's locally derived income or the systems population/performance based formula which ever is less.
POP - Program of Projects - A prioritized listing of planning, capital and operating assistance projects taken from an approved unified planning work program.
POTW - Publicly Owned Treatment Works - A waste water collection system that collects wastewater from homes, commercial buildings, and industrial facilities and transports it via a series of pipes, known as a collection system, to the treatment plant.
PP - Personal Property - Property of any kind that is not real property.
PPP - Public Participation Plan - sets the BMCMPO's procedures by which the public will be engaged, as is required by SAFETEA-LU
Preferential Rate of Duty:In the case of imports from certain specified countries at prescribed preferential rates.
PROC - Procurement - Federal Transit Administration (FTA) seeks to ensure that needed goods and services of sufficient quality are provided to the Government at the lowest cost.
PTMS - Public Transportation Facilities Management System - A systematic process that collects and analyzes transit facilities, equipment, and rolling stock information on an ongoing basis. It provides information for decision makers to select cost-effective strategies for providing and maintaining transit facilities, equipment, and rolling stock in a serviceable condition. This is one element of the Inter Surface Transportation Efficiency Act of 1991 (ISTEA) management system.
PUD - Planned Unit Development - A Planned Unit Development (PUD), is both a type of building development as well as a regulatory process. A PUD is a designed grouping of varied and compatible land uses, such as housing, recreation, commercial centers, and industrial parks, all within one contained development or subdivision.
PZEV - Partial Zero Emissions Vehicle - In order to qualify as a (PZEV), a vehicle must meet the Super Ultra Low Emissions Vehicle (SULEV) standard and, in addition, have zero evaporative emissions from its fuel system plus an extended (15-year/150,000-mile) warranty on its emission-control components, which incidentally covers the propulsion electrical components of a hybrid electric vehicle. R/W - Right of Way - The land (usually a strip) acquired for or devoted to highway transportation purposes.
RA - Rural Areas - Includes all areas of a State outside of the Federal Highway Administration (FHWA) approved adjusted Census boundaries of small urban and urbanized areas.
RACT - Reasonable Available Control Technology - Equipment that is used to lower pollution emissions.
